Where to voice your property complain in Kuala Lumpur Malaysia ??

Recently there's a news which brought to my attention. A council member of residential owner representative in Kuala Lumpur has successfully raised concern and brought down a hefty increased in service charge from RM 150 to RM 300; back to RM 150!!!!

How did he do it?
